Lawyer, former president of the National Drug Board, expert in financial issues of prevention of money laundering and banking risks.
He has a postgraduate degree in the International Master Tax Program, at Harvard Law School, Harvard University, Cambridge MA, USA (1998). He is a Doctor of Law and Social Sciences, by the Law School of the University of the Republic of Uruguay. He is an Economic Analyst from the Institute of Economic Studies in Montevideo. He is partner of Brum Costa Abogados, a firm specializing in legal and corporate, fiscal and economic advice. He had offered technical advice and consultancy for the IDB in various opportunities.
